Planning and Control Manager – Dubai

Job Purpose:

Lead, manage and direct the Planning and Projects activities through overall management of Department’s personnel and their activities, to provide strategic planning, budgeting, forecasting, analytical activities and delivery on key projects to achieve operational excellence and support the growth objectives of the Company. Participate in the development and implementation of the Company vision and mission and work in conjunction with others within the Company to formulate long and short-term strategies and ensure all activities related to the Company are carried out in a safe and environmentally sound manner.

Key responsibilities:

Strategy Formulation Implementation and Planning

  • In conjunction with the President and the senior management team, formulate and lead the implementation of the Planning and Projects strategy in line with the organization’s vision, mission and corporate objectives and ensure communication and implementation to direct reports.
  • Ensure that the overall strategy is translated into annual operational business plans for the Planning and Projects function and the performance is monitored annually to ensure business plans are in line with the overall strategy.
  • Provide strategic direction for the expansion, sales of assets, market analysis support and management reporting on results.
  • Develop and drive long-term strategic planning processes, annual and quarterly budgets, financial forecasts and analyses, oversee the development and delivery of management reporting environments, monitor key performance indicators and partner closely with the Company’s executive and senior management to drive business insight, financial results and thought-based leadership on key strategic and financial decisions.

Budgets and Plans

  • Direct the preparation and consolidation of the Project and Planning functional budget and monitor financial performance versus the budget so that the business is aware of anticipated costs, areas of unsatisfactory performance are identified and potential performance improvement opportunities are capitalized upon.
  • Review and agree on the Operating cost budgets presented by the Managers under his/her control to submit the agreed budget to the President for consideration.
  • Collaborate extensively with Commercial and Financial planning to ensure budget meets Company requirements and ensure budget fits into long term plan and market analysis.

Internal Business Analysis and Performance Measures

  • Evaluate, recommend, implement and act as the custodian of the departments’ performance management framework to monitor and ensure optimum performance through measurable performance indicators.
  • Monitor KPI’s and work closely with other departments to drive business insight and financial results and to provide fact-based assistance on key strategic and financial decisions.
  • Review performance of the fleet against budgets and past trends; propose solutions for shortfalls and recommendations to improve cost optimization and improve industry competitiveness.
  • Originate, develop, and recommend the implementation of planning and analytical concepts and techniques to achieve highest overall results in management, financials and controls

Market Research and Analysis

  • Undertake advance studies within area of responsibility that directly impact on Company’s operations and future growth opportunities.
  • Provide information on the business environment and evolving marketplace trends to set priorities and continuously assess the Company’s growth, investments and vessel management strategies.

Marketing of Services and Sourcing of Customers

  • Represent the Company to clients and create solid, cooperative, and constructive relationships to ensure total customer satisfaction.
  • Build and maintain contact with counterparts in the maritime industry and elsewhere to ensure access to accurate, timely, and often unpublished information of the planning and policies of other and the shipping industry plus any other developments which are likely to affect the Company.

Business Development

  • Plan, lead and deliver on key projects and optimize project outcomes through rigorous contract management, claim management and opportunities management to enable company to achieve operational excellence and support the growth objectives.
  • Support Business Development and deliver projects on-time, within budget and above required quality.
  • Oversee contractual management of all projects and proper financial accountability and follow up bid offer processes to facilitate smooth transactions.
  • Advice and assist other Company’s in the solution of specific planning and analytical problems.
  • Maintain awareness and report on both the internal and external competitive landscape, opportunities for expansion, customers, markets, new industry development and standards.
  • Keep abreast of new and upcoming associated legislative changes and prepare for compliance

Qualifications:

  • Bachelor’s Degree in Marine Transportation, Engineering, Economics or Business / Finance.
  • 10 years related experience of which at least 5 should be in a senior role.
  • Experience in financial planning and analysis in a leadership role in Shipping is preferred

Voyage Manager – Dubai

Job Purpose:

Ensure safe and cost-efficient ship operation for assigned vessels. Analyse operations and take initiative to improve vessel performance and ensure best practices.

Key responsibilities:

•Monitor voyage progress and KPIs of assigned vessels and ensure safe and cost-efficient ship operations. Handle voyage orders, vessel scheduling, all vessel documentation. Liaise with masters and agents, demurrage claims and process day to day operational duties. Take initiative to improve vessel performance and ensure best practices. Follow up on freight collection and control voyage related expenses. Advise on operational matters when negotiating cargo contracts as well as spot fixtures.

•Manage timely scheduling and accurate berth information for departure and arrival. Monitor voyage progress and KPI’s of vessels. Execute logistics of voyage operations undertaken by vessels.

•Monitor voyage progress and KPIs of vessels. Coordinate with customer in relation to assigned ships. Appoint and liaise with port agents in relation to assigned ships to ensure smooth operational turnaround.

•Provide scheduling with the timeliest and accurate berth information. Ensure agency services are procured prior to vessels arrival in port. Procure and coordinate deliveries to the vessels in the most cost effective and efficient manner. Proactively communicate with chartering personnel, ship managers, vessel management and Port Agents.

•Proactively monitor assigned vessels vetting status. Ensure vessel compliance with voyage orders and charter party obligations. Update system with accurate operational information (port timings cargo nominations, cargo loaded).

•Monitor performance of agents and other service providers. Liaise agents and service providers to resolve any operational problems. Develop and maintain good customer relations and service providers.

•Effectively support employees to meet daily requirements/deadlines through addressing queries, resolving day-to-day work related issues and providing technical on-the-job training. Advise functional teams or projects on his/her area of specialization and is able to lead multidisciplinary projects or initiatives.

Qualifications:

•Technical Diploma, Diploma in Transportation/Logistics/Maritime Studies or commercially related shipping subjects, or equivalent

•Minimum 8 years of experience in chartering or relevant areas such as Commercial Shipping in chemical tankers.

Assistant Fleet Manager (VLCC) – Dubai

Job Purpose:

Assist in managing fleet operations, budget and maintenance activities. Assist in managing execution of effective and cost efficient technical support to and inspection of all Group Fleet vessels and ensure compliance to regulations and legislations. Perform duties and responsibilities of Sr. Fleet Manager during his absence from office.

Key Accountabilities:

  • Provide input to the annual plan of the department related to own unit. Assign tasks and oversee performance as directed by Fleet Manager to ensure achieving the objectives in the annual plan of the unit.
  • Adopt and apply new professional strategies and policies within the area of responsibility in accordance with management directions.
  • Guide the team to set their annual objectives and assign tasks to the team members. Monitor daily activities in line with the assigned tasks. Train and coach team members.
  • Manage and monitor the performance of the Unit/Team within the assigned annual budget.
  • Assist in overseeing vessel operations and liaising with port authorities as and when required. Ensure compliance to vessel security standards and regulations.
  • Review and develop potential improvements, implement solutions of technical issues.
  • Oversee execution of all planned maintenance activities on vessels. Oversee and monitor the overall technical operation of the vessels, ensure the timely and accurate completion of dry-docking and other relevant shipboard maintenance and repair activities.
  • Oversee and ensure SIRE inspections and class surveys are conducted and the vessels possess the required technical certification at all times. Ensure maritime registers are updated and maintained.
  • Oversee execution of safety inspections and technical audits on vessels, in order to identify technical issues and subsequent implementation of to corrective / preventive actions. Ensure compliance to safety standards and maritime safety regulations.

Qualifications & Experience:

Bachelor Degree in Engineering, Chief Engineer, or Master mariner certificate.

5-8 years of experience in Maritime is preferred.

Sr. Technical Superintendent (VLCC) – Dubai

Job Purpose:

Monitor and control the cost-efficient operation of assigned vessels. Providing support for technical and maintenance related activities on board of assigned vessels. Conducting inspections, monitoring reports, planning and overseeing repairs and ordering spare parts to achieve desired levels of operational performance.

Key Accountabilities:

Monitor and ensure that routine and preventive maintenance of hull and all machinery and equipment on assigned vessels is completed on time. Plan, arrange and ensure timely completion of voyage and dry-docking repairs as necessary. Provide technical support to and control technical budgets of assigned vessels.

Perform inspections and technical audits on assigned vessels to identify technical issues and provide suitable solutions for operational efficiency.

Monitor and assess the needs of each vessel and ensure the timely provision of all required ship stores and spare parts/gear to vessels.

Coordinate implementation of engineering projects assigned for the allocated vessels. Perform upgrades on vessels and oversee the delivery of project materials.

Monitor that all assigned vessels possess the required technical certifications for safe operation and compliance with the technical specifications, maritime legislation, safety regulations and operational standards of both the Company and vessels owners.

Qualifications & Experience:

Bachelor’s Degree in marine engineering, Chief Engineer certificate of competency, or equivalent.

4-6 years of relevant experience.
