Job Responsibilities:

  • Assess the need for value studies to be conducted for NEOMs assets and facilities that are under development and/or execution.
  • Establish scope, objectives, and level of effort for value studies and workshops to ensure the team is right sized for the work.
  • Prepare and facilitate value engineering workshops.
  • Conduct independent reviews of contractor/design consultant value engineering workshops and approve of outcomes and recommendations.
  • Lead, organize, and coordinate value engineering reviews, workshops, and studies for assets and facilities.
  • Assemble diverse teams for value engineering workshops to ensure diversity of thought and capability.
  • Aid in the evaluation of major scope changes for assets and facilities.
  • Successfully manage allocated budget and implementation plan.
  • Identify, prioritize, and groom a backlog of work that is reconciled with the aggressive deadlines of relevant NEOM stakeholders.
  • Perform resource allocation as necessary and ensure an agreeable balance of accomplishing short-term and long-term goals occur.
  • Ma intain relationships with key stakeholders internally and externally at NEOM.
  • Organize and ensure timely review of master plans and preliminary designs for technical sufficiency and standards conformance in addition to providing recommendations for the improvement of these plans.
  • Review the pre-conceptual designs of assets/facilities.
  • Generate formal write-ups, communicate, and deliver status reports for value recommendations.
  • Communicate value alternatives to multi-disciplinary teams and stakeholders to ensure alignment.
  • Follow through with the proper implementation of recommended and approved value alternatives.

Job Requirements:

  • 10+ years of relevant experience in value engineering, and development of large-scale infrastructure across NEOM’s core economic sectors.
  • Strong Experience leading value engineering workshops.
  • Experience in a Facility Planning function (or similar) on mega-scale development projects.
  • Strong experience in facility cost and function optimization.
  • Experience working in an integrated team environment.
  • Proficiency in economic analysis, lifecycle cost analysis, and cost benefit analysis.
  • Strong experience with engineering codes, standards and compliance.
  • Experience in a large corporate engineering setup is a plus.
  • Experience with vital planning and engineering reviews to ensure the successful delivery of large-scale, cutting-edge, and multimillion-dollar projects from their strategy phase to their various execution/operation stages.
  • The candidate shall have experience in assessing technical, functional, and business case aspects of new development/projects.
