Responsibilities

  • Preparing, issuing, and administering permits in an e-permit system
  • Setting policy and standards for isolation and ensuring that all procedures are understood and followed.
  • Performs routine inspections on the isolation and manipulative operations without supervision.
  • Ensure all necessary controls are in place and all other stakeholders understand the potential hazards.
  • Conducts daily operational activities of Plant Operator
  • Defining isolation point, able to read P&ID, wiring diagrams, and operation instructions
  • Administration of certificates e.g. confined space, hot works, work at height, HV, and other ancillary document types
  • Tracking authorized personnel – register (LOTO Authorized/Affected/Aware, Confined Space Entry, Risk Assessor etc.)
  • Document library/management
  • Potential Hazard identification, risk assessment, method statement and job safety analysis and ensure all necessary controls are in place
  • Assess the risks from non-standard isolations and maintain standard isolation
  • Ensure that all people are aware of what work can be carried out under the permit
  • A record that all necessary precautions are regularly checked
  • Isolation walk downs / Safety Checklists / Rounds / Inspections
  • De-isolation planning to ensure operational readiness of systems and equipment
  • Assess any proposed deviations from company procedures, authorize these at an appropriate level and record/monitor them
  • Monitor and periodically audit isolations procedures and use that information in the review of isolations policy
  • Training, competence, and authorization; setting roles, and responsibilities for key personnel; the management activities of monitoring, audit and review
  • Preparation of equipment lockouts and ragouts to support maintenance activities
  • Liaises closely with the maintenance team on the delivery of planned and unplanned maintenance activities
  • Reports promptly any breaches of HSE procedures to management
  • Participates in and promotes company health, safety & environmental campaigns, initiatives, policies and procedures, and ensures personal safety, and that of colleagues at all times

Requirements:

  • Minimum to 5 years of experience in the operation and maintenance of Few or power plant equipment and systems
  • Specific expertise in resource recovery material handling and waste processing is preferred.
  • Must have a thorough knowledge of the principles of operation, function of steam boilers, theory and chemistry of combustion, boiler water quality control, turbine-generators, and auxiliary equipment and systems
  • Familiar with draining, venting, purging, and flushing of systems, and testing confirming correct installation of isolations
  • Familiar with HSE standards, procedures and requirements and control plant operations in a safe and efficient manner
  • Familiar with ROMP permits (Restoration of Motive Power)
  • Preferred to hold ASME/pressure vessel certificate
  • HSE accredited training qualifications
